Veterans Benefits – Office of the Registrar provides veterans and their dependents with the information and assistance required to seamlessly receive veterans’ educational benefits while pursuing their academic careers at UC Berkeley.

On January 5, 2021, the President signed the Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020. In addition to existing laws, this new law significantly changes veterans’ education benefits. Many changes enhance or expand education benefits for Veterans, service members, families, and survivors.

  • Effective August 1, 2021, sec.1005 of PLL 116-315 requires public institutions to assess in-state tuition for students receiving benefits under the Chapter 33 Post-9/11 GI Bill® regardless of when they separated from the military.
  • Effective September 20, 2018, sec. 301 of PLL 115-251 requires public institutions to assess in-state tuition for students receiving benefits under Chapter 31 Veterans Readiness and Employment.
  • Effective August 1, 2022, S.1095 requires public institutions to assess in-state tuition for students receiving benefits under the Chapter 35 Dependents’ Educational Assistance Program.
  • Veterans’ Education Benefits and ROTC Scholarships, as defined under sec. 480(c) of the Higher Education Act (HEA), effective July 1, 2009, are not treated as other financial assistance (OFA) and do not impact students’ eligibility for federal financial aid. 
  • Benefits not included in sec. 480(c) of the HEA and state veterans education benefits count as OFA.

We encourage veteran and military-connected students to apply for federal, state, or institutional financial aid by completing the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA). U.S. citizens and eligible non-citizens may complete the Free Application for Federal Student Aid (FAFSA) by going to studentaid.gov. Non-U.S. citizens eligible for in-state tuition under AB 540 may complete the California Dream Act Application (CADAA) at https://dream.csac.ca.gov
